# Office IT project management in Dubai

How the technology side of a Dubai office fit-out gets coordinated, what an IT project manager actually does, and what you should receive at handover.

Quick answer

Office IT project management means one accountable party owning the technology side of a fit-out: ordering the internet line, briefing the cabling into the contractor's drawings, sequencing the rack, switches, Wi-Fi and devices, and testing before staff arrive. Without it, each supplier does their part well and the office still does not work on Monday.

> We needed a custom ERP and HR system for our business, along with a new website, and Listonics helped us with all three. The team was approachable, listened to what we wanted and made the process easier than we expected. We could discuss changes directly with them, which made a big difference. It was also convenient having one team handle everything instead of dealing with multiple companies. Overall, we’re happy with how things turned out and glad we chose them.

Listonics projects run from AED 2,500 to AED 30,000 as a fixed scope; support is a fixed monthly fee with response times written into the agreement. The [IT support cost guide](https://listonics.com/it-support-cost-dubai/) and [managed IT pricing guide](https://listonics.com/managed-it-services-pricing-dubai/) set out how the numbers are built.

## What does office IT project management cover?

A new office in Dubai involves at least six parties whose work touches IT: the landlord or building management, the fit-out contractor, the electrical and mechanical subcontractors, the internet provider, the furniture supplier, and whoever installs the network and devices. None of them is responsible for the office working as a whole. Order requirements and lead times are published by [du](https://www.du.ae/business) and [e&](https://www.etisalat.ae/en/smb/index.jsp).

Office IT project management fills that gap. It is the job of turning a floor plan and a move-in date into a sequence of decisions, orders and checks, and then chasing every one of them. It is a coordination role first and a technical role second, which is why it is so often missing: nobody thinks to buy it.

- Writing the IT scope from the floor plan, headcount and lease dates.

- Ordering the internet line and managing the provider through installation.

- Briefing cabling, comms room and power requirements into the fit-out drawings.

- Sequencing rack, switching, firewall, Wi-Fi, devices and Microsoft 365.

- Inspecting contractor work before ceilings close and before handover.

- Testing the finished office and documenting what was built.

## Where does IT sit among the parties in a Dubai fit-out?

In most Dubai fit-outs, the contractor runs the programme and IT is a line in it labelled data points. That is enough for the contractor: they pull cable to the marked positions and terminate it. It is not enough for you, because the positions, the quantities, the comms room and the power all had to be right before that cable was pulled.

The building sets constraints the contractor may not mention. Riser access, the provider entry point, the no-objection certificate for works, and rules about ceiling access all shape what can be built and when. The provider works to its own schedule and will not chase your contractor. The furniture supplier decides where desks go, which decides where outlets are needed. Municipal permissions for fit-out works are published by [Dubai Municipality](https://www.dm.gov.ae/).

An IT project manager sits across all of them, reads each party's programme, and finds the places where one party's assumption breaks another's. That is the whole value, and it is easiest to see in the dependency chain.

## What is the dependency chain that catches most offices out?

The order matters more than any individual task. The same handful of dependencies cause most late offices, and every one of them is avoidable if somebody is watching for it.

- Trade licence and tenancy registration before the internet order can be accepted.

- Furniture layout before outlet positions, and outlet positions before the cabling brief.

- Cabling and access point cable before ceilings close.

- A dedicated power circuit and cooling in the comms room before the rack goes in.

- The internet line live before the firewall and Microsoft 365 can be finished.

- Devices delivered and staged before accounts can be tested end to end.

- Testing complete before the move date is confirmed to staff.

## What should the IT scope document contain?

Notice that the first dependency is paperwork and the second is furniture. Neither is a technology decision, and both stop the technology if they slip. The [new office IT requirements](https://listonics.com/new-office-it-requirements-dubai/) page lists what each stage needs; the scope document is how you pin it down.

A scope document is the thing you hand to the contractor, the provider and the network installer so they are all building the same office. It should be short enough that people read it and specific enough that nothing is left to interpretation on site.

It is also your protection when quotes are compared. A contractor pricing forty data points against a scope is easy to compare with another pricing the same forty. Two quotes against a verbal description are not comparable at all, which is a point the [new office IT setup cost](https://listonics.com/new-office-it-setup-cost-dubai/) guide makes in more detail.

- Marked-up floor plan with every outlet, access point and screen position.

- Comms room location, rack size, power circuit and cooling requirement.

- Cable grade, quantities and termination standard.

- Internet service, provider, backup path and required delivery date.

- Network equipment list: firewall, switches, access points, UPS.

- Device standard, quantities and delivery date.

- Microsoft 365 design: domain, licences, groups, security baseline.

- Test plan and acceptance criteria for handover.

## What does an IT fit-out coordinator do week to week?

The early weeks are paperwork and drawings: confirming the building rules, getting the internet order in, and making sure the outlet plan is in the contractor's drawings before they are issued for construction. This is unglamorous and it decides everything after it.

The middle weeks are site visits. Cable is inspected before ceilings close, because after that a missing outlet is a repair. The comms room is checked for power and cooling before the rack is delivered. The provider is chased weekly, because a line that slips a fortnight slips the whole project.

The final weeks are equipment and configuration: rack, switching and firewall installed, Wi-Fi commissioned against the plan, devices staged, Microsoft 365 finished, and a test of the office as staff will use it. The [new office IT setup timeline](https://listonics.com/new-office-it-setup-timeline-dubai/) lays these weeks out in order.

## What goes wrong without an IT project manager?

The failures are rarely dramatic. They are small gaps between parties, each of whom did their own job. The contractor installed the data points on the drawing; the drawing was from before the furniture changed. The provider installed the line to the riser; nobody ran fibre from the riser to the comms room. The rack arrived; the electrician had not been told it needed a dedicated circuit.

Each of these is a week or two of delay and an unplanned cost, and they tend to arrive together in the final fortnight, when the move date is already fixed and staff have been told. The alternative to a project manager is not saving the fee. It is the office manager or a founder doing the coordination from a phone in between everything else.

## What should you receive at handover?

A finished office IT project is documented, tested and owned by you. That means a network diagram matching what was built, a labelled patch panel and switch ports, the list of every account and who holds it, the provider account and circuit reference, warranty and support details for each piece of equipment, and a written test record.

Insist on this whoever runs the project. It is what makes the next provider, the next move, or the next fault a small job rather than an investigation. Our [office network documentation guide](https://listonics.com/blog/office-network-documentation-guide/) describes what good looks like.

## How Listonics runs office IT projects

We act as the single accountable party for the technology side of your fit-out. We write the scope from your plans, brief the contractor and inspect their work, order and chase the internet line, install and configure the network, stage the devices and Microsoft 365, and test the office before you move.

Engineers are on site across the UAE throughout, and you receive the full documentation set at handover, including every credential. To talk through a project, book a [free office IT assessment](https://listonics.com/contact/); if you already have a contractor and a date, bring both and we will work to them.

## Frequently asked questions

### What does an office IT project manager do?

They own the technology side of a fit-out end to end: writing the IT scope from the floor plan, ordering the internet line, briefing cabling into the contractor's drawings, sequencing rack, network, Wi-Fi, devices and Microsoft 365, inspecting the work, and testing the office before staff arrive.

### Can our fit-out contractor handle the IT?

They can pull and terminate cable to the positions on a drawing, and most do that well. They will not usually design the network, order the internet line, configure the firewall, set up Microsoft 365 or test the office as a working system. Somebody still has to own those and the gaps between them.

### When should IT project management start in a Dubai fit-out?

Before the fit-out drawings are issued for construction. The comms room location, outlet positions, cable routes and rack power all need to be in those drawings. Starting after that point means working around decisions already made, and usually means at least one visible repair.

### What is an IT fit-out company in Dubai?

A company that delivers the technology part of an office fit-out: structured cabling, comms room, network, Wi-Fi, and often devices and Microsoft 365. The useful distinction is whether they also coordinate with the contractor, the building and the internet provider, or simply install what they are told.

### How do you coordinate with the internet provider?

We place the order as soon as your documents allow, confirm the entry point and riser route with building management, and follow up with the provider every week until the line is live. Provider timelines are the most common cause of a late office, and they respond to steady follow-up.
